Repro Steps:
1. Create an ASP.NET Core Web 1.0 Application.
2. Debug this project.

Expect:
The web page shows well.

Actual:
'An unhandled exception occurred while processing the request' appears in the web page.

More info:
This issue doesn't reproduce after enable docker (Debug docker-compose project).

The web page shows well when debugging ASP.NET Core Web 2.0/1.1 Application.

Unable to repro this. The error looks like the error you get when OpenSSL is not installed:
