If I compile a Xamarin.Android app with the 'Bundle assemblies into native code' option enabled, the compiler removes localized resources from satellite PCL.

The steps of reproduce.
1. Setup 'ru' (Russian) language as default on simulator.
2. Compile and run Droid project.
Result: you will see 'not localized text'
Expected: 'Локализованный текст'
3. Uncheck option 'Bundle assemblies into native code. 
4. Run the app one more.
5. You'll see the expected text.

I can CONFIRM this behavior based on the reproduction steps from https://bugzilla.xamarin.com/show_bug.cgi?id=58185#c2 and the reproduction from https://bugzilla.xamarin.com/show_bug.cgi?id=58185#c3

It seems that Bundle assemblies into native code is not taking account of the PCL's Properties/Resources.resx files.
