After getting some help from IRC, we found that the 2.11 installer does not contain a dcms.bat file in the /bin directory. I copied the one from 2.10.8, and changed it to use mcs.exe in lib/mono/4.5 and everything worked.
Please increase the priority because now compiling from mono develop results in the very cryptical "Build failed. The specified executable is not a valid application for this OS platform.". After adding the .bat back everything worked fine.
