intellisense shows API but no summary documentation
# Steps to reproduce
Create a Xamarin.Forms solution in Xamarin Studio. Type code in a Xamarin.Forms class (eg. the App class or a ContentPage subclass). Intellisense appears when typing `this.`
# Expected behavior
Intellisense shows APIs as well as summary documentation in the popover.
# Actual behavior
No documentation is shown in the intellisense popover (see attachment)
# Supplemental info (logs, images, videos)
In the packages folder (xamarin.forms/lib/pcl as well as the platform folders) there is .xml files containing API documentation. The attached screenshot shows no summary documentation is displayed, however the xml file contains relevant summary info for that property:

I'm raising this with Xamarin.Forms as the example, but it also doesn't work for Newtonsoft.Json package (which also ships xmldoc files). This might mean it doesn't work for *any* NuGet package.
