Add non-empty implementations (where appropriate) for the methods in the "System.Diagnostics.Tracing" namespace



This is a follow-up enhancement request related to Bug 27337 to help more cleanly represent the additional work that could be done to support the "System.Diagnostics.Tracing" namespace after resolving Bug 27337.


Bug 27337 covers the primary user request for the "System.Diagnostics.Tracing" namespace: add _empty_ overloads of a few more methods to allow more convenient use of third party libraries. In contrast, this follow-up enhancement request is intended to track any additional work that the Mono team might eventually do to implement _non-empty_ methods in the "System.Diagnostics.Tracing" namespace.


Note: this enhancement request might eventually be resolved as "not on roadmap" because the "System.Diagnostics.Tracing" namespace will be available as part of the .NET CoreFX assemblies [1] via NuGet 3.0 support.
