I'm seeing this while trying to reproduce another bug on arm:

Test Case Failures:
1) MonoTests.System.Threading.ManualResetEventSlimTests.Constructor_Defaults :   #2
  Expected: 10

This is due to a changing number of cores due to kernel loading/unloading.
