Hi Guys:

    I had found a BUG about to create a PerformanceCounter.
    It happend in Mono 3.0.12.

    When i went to create a new PerformanceCounter Category and i didn't pass the category help infomation in currently method, It'll failure.
    
    The concrete method is: 

    METHOD: mono_perfcounter_create (MonoString *category, MonoString *help, int type, MonoArray *items)
    LINE: 1400

    Info: when i passed help argument value is NULL, and then the source code of 1400 line will be failure, because of 
          the strlen() function cannot calculate NULL pointer size for "cphelp" local.
