Open MD.
Move the mouse to the "Open file/solution" button in the toolbar.
Wait until the tooltip appears.
Move the mouse one button to the left, to the "New file" button.
Notice that the "Open" button still has the focus square, and clicking won't do any good.

In short: after a toolbar button's tooltip appears, all buttons to the left are effectively disabled until you can get the tooltip to disappear, while all buttons to the right still work.

Something similar happens with the list of recent projects in the welcome page. Once the tooltip shows up over one of the projects,  moving the mouse to another project doesn't change focus/hover state, nor does it remove the tooltip that showed up.

It's Mac specific, could not reproduce it on linux gtk

We don't have a such a toolbar anymore
