Changes made by VS during the VS2012 format upgrade.

During the silent VS2012 format upgrade, VS corrupts the policies MD has stored in the solution file. It doesn't seem to like the way we simulate collections by assigning a bunch of things to the same variable - VS eliminates all except the last.
