Using the default CBCentralManager() constructor (var manager = new CBCentralManager()), I never have events fire. I need to derive from CBCentralManagerDelegate and use "new CBCentralManager(myCBDelegate, someDispatchQueue)" to get things working.

It's not clear from the documentation if this is the expected behavior, but I would assume it should work as does the CBPeripheral class, which operates as I would expect.

This is a known issue (found by testing and also reported in the forums). 
This constructor has been marked as [Obsolete] for the next releases of MonoTouch.
