VS prompts for device when startup project is not Android

1) Create a new Mono for Android project in Visual Studio.
2) Add a Windows.Forms project to the solution
3) Set the Windows.Forms project to be the StartUp project
4) Press F5

Expected results:
The windows.forms app should run

Actual results:
The Mono for Android "Select Device" dialog will be presented.  

It can be dismissed, and the user can choose to continue running.

The project is still set to "Deploy".

Go to Build->Configuration Manager, and uncheck Deploy from your Mono for Android project.

This is the same behavior as the WinPhone 7 addin for VS as well.
