Using Visual Studio 2012 and M4A 4.2.7 I could not edit or update AndroidManifest.XML via the Project Properties on an Ice Cream Sandwich project.

Steps to duplicate:

1. Start VS2012 and start a new Ice Cream Sandwich project.
2. Select the project, and open the Project Properties dialog.
3. Click on the Android Manifest tab on the properties page, and then click on the link to add an AndroidManifest.XML file.
4.Try to enter a value in one of the fields (i.e. version code, version number, package name, etc).

Notice at this point a dialog box appears saying "Target API Level must be greater than or equal to the minimum API level set on the application tab".  This dialog keeps appearing with each key press in one of the text fields on the Android Manifest tab.  None of the values are persisted back to AndroidManifest.XML.

This horrible issue has been ameliorated.
