When I set a code formatting style in tools-options, it won't work in solutions files. Only I set it in solution-options again the code formatting will work correctly. So each time I create a new solution I have to set the code formatting in solution-option. It's troublesome. Can we use the setting in tool-option to every solution?

Formatting "policy" settings are stored in the solution. When creating a new solution or opening a solution that does not have formatting settings, the user's policy options are copied into the solution, but changing user policy preferences does not change the policy of existing solutions. This is done so that if multiple people work on the same solution, they have the same formatting settings and other such policies.

There is no way to have solutions automatically use the user's policy options, however, you can define custom policy sets and apply them to existing solutions.
