If I understood correctly the question/report, this is working for me so I'm closing this. You can reopen if you have more to add.
According to a link on the stackoverflow issue (http://stackoverflow.com/questions/13242106/context-sensitive-sdk-help-in-monodevelop/13243758#comment18133675_13243758), the menu item works fine after "macdoc" was run manually. So it sounds like to properly attempt a repro of the bug, we would need a machine that had not had it installed before.
Testing with the most recent build of Visual Studio for Mac, I'm not able to reproduce this issue any more. Please feel free to reopen the bug if this is still an issue for you!
