There have been multiple occurrences of this issue where the Android Designer will appear as a black screen rather than a designer surface when users attempt to use the designer from a first run experience.
There is no reliable reproduction, but the simple steps are the following:
1. Open Visual Studio
2. Create a new Xamarin Android project
3. Open Main.axml file
4. Android Designer shows a black screen instead of the designer surface
I have the same issue in vs2015 version 18.104.22.168 also the same if i will try vs 2017 15.5.6
