1. Install Debian 9 Stretch, download latest mono runtime (5.4.0) on mono-project.com
2. Compile and run the following program (mcs test.cs /r:System.Configuration.dll):

using System.Configuration;

namespace Test
        class Program
                public static void Main(string[] args)
                        var setting = ConfigurationManager.AppSettings;
                        Console.WriteLine(setting == null);

Expected output: False
Actual output: True

The program runs as expected on CentOS 7.4 (prints "False") but fails on Debian 9 (prints "True")
