When creating a page with ToolBarItems, the ToolBarItems control cannot be modified after initial creation(in the constructor).  I have tried adding/removing items to the ToolBarItems list and also enabling and disabling the toolbaritem.  The header does not change in iOS.  It does work on Android.

This appears to be an issue on MasterDetail pages only.
