When saving/updating a layout XML file, it seems that a task is fired to the background to regenerate the resource.designer.cs file. However there is no indication to the user that this task is running or needs to be completed in order to build the project. Instead it will just fail the build with other errors instead. I believe this is happening around the following tasks/targets:
Because this occurs in 15.4 and 15.5, I would suspect that it's an issue with design-time builds as this occurs after modifying a layout resource which is a project file.
## Actual Results:
Build Fails with the follow error messages from other projects

If you wait around 10+ seconds, you can build the project just fine.
## Expected Results:
The build should either be able to fire off and start building, or the ability to build the project should be greyed out and indicated that a background task needs to finish before building.
