In the following code, expand selection (alt-shift-up) three times then shrink selection (alt-shift-down) once on the "new" results in an incorrect selection

Setting to high because it's not a bug in the expand selection - it's a problem in the text editor selection redrawing code. That could cause that selections aren't redrawn - even if they're changed - you found a 100% repro case for that.
