It is not possible to access (file) resources from portable library using:

1: Assembly assembly = typeof(StringLocalizer).GetTypeInfo().Assembly;
2: string[] resources = assembly.GetManifestResourceNames();
4: using (Stream languageFileStream = assembly.GetManifestResourceStream("App.Resources.Localizer.Texts.xml"))
5: {
6:   // Read from stream
7: }

- Call 'GetManifestResourceNames' (added for debug purpose) not working
- Call 'GetManifestResourceStream' not working

Running final App on iOS/Android works as expected

This is the same as: https://bugzilla.xamarin.com/show_bug.cgi?id=58105  however, will leave open as it references a file.
