I an using this code in iOS table renderer. In PCL ToTitleCase seems to be unavailable at all.
string tt = "HELLO WORLD";
TextInfo ti = new CultureInfo("en-US", false).TextInfo;
string tl = ti.ToLower(tt); //"hello world" - correct!
string tc = ti.ToTitleCase(tt); //"HELLO WORLD" - wrong!

I’m unable to reproduce this issue locally using the information you provided. In order to investigate the issue further can you please attach a reproduction project and steps to reproduce this issue? For help on writing a bug report, please see our guide on this topic:

There is nothing to include as a project. Please add anywhere to PLC the code I provided. Expected result is in the descriptuion

What is your expected result?

I expected it to work with all uppercase original string. I was wrong, it is not supposed to work according to the documentation. The solution is to convert the string to lowercase and then to title case. Great job, Microsoft! You can convert from lower case but not from upper case.
