In Mono (tested with 2.10.5 and 2.8 on Windows), the ResourceResolve event is never called. Here is a small program to reproduce this:

AppDomain.CurrentDomain.ResourceResolve += new ResolveEventHandler(CurrentDomain_ResourceResolve);

Stream st = Assembly.GetExecutingAssembly().GetManifestResourceStream("test");
Console.WriteLine((st == null).ToString());


static System.Reflection.Assembly CurrentDomain_ResourceResolve(object sender, ResolveEventArgs args)
return null;

Fixed in HEAD/2.10 branch.
