I am trying to use the mono tools to compile a .NET Standard library. I can use the NuGet targets `/t:Restore` and build the project, however, when I execute `msbuild /t:Pack hello.csproj`, I get the following error:

/root/hello/hello.csproj : error MSB4057: The target "pack" does not exist in the project.

From the NuGet documentation (https://docs.microsoft.com/en-us/nuget/schema/msbuild-targets), these targets should be in MSBuild 15.1+.  The version shipped with 5.2.0 is 15.2, I am not sure why it is missing?

OS: Ubuntu 16.04
Mono Version: 5.2.0 Preview 1 ( - Alpha

Repro Steps:
1. Install Mono (Alpha)
2. Install .NET Core (https://www.microsoft.com/net/core#linuxubuntu)
3. sudo apt-get install tzdata  (I had to do this because I had a FileNotFoundException for /etc/localtime.)
4. mkdir hello
5. cd hello
6. dotnet new library
7. msbuild /t:restore hello.csproj
8. msbuild hello.csproj
9. msbuild /t:pack hello.csproj

It creates a NuGet package for hello.csproj.

Is there a release timeline for 15.3 I could follow?
