On UWP, if the text for some toolbar items wraps (which may be unavoidable when localised for some languages), the highlighting of the toolbar items is inconsistent. The height of all highlights should be the same, rather than each toolbar item having a highlight only high enough for the text on that particular item. Without consistent height, the appearance is poor.
In the attached screenshot, I have shown toolbar items without and then with the text displayed. As can be seen, the highlight (different shade of blue) for the Print button does not extend downwards as far as for the "Copy to clipboard" toolbar item.
Yes, for English I can simply change "Copy to clipboard" to "Copy" to prevent text wrapping, but the same won't be true for all toolbar items in all languages.
