I just downgraded to MonoDroid 4.2.2 and get the same issue. I think it's MonoDevelop 3.0.3 that is doing it

Today, we have checked this issue with:

XS 4.2.4(build 266)
X.Android 4.13.0

We are successfully able to open axml file successfully in XS, without any error. Hence closing this issue.
