In UriBuilder.set_Query, .NET's implementation (as of .NET Core 1.1.1) has a check to not prepend ? to the value, allowing user code to work even if it specifies a leading ?.  But then it mysteriously breaks on mono.

marek-safar submitted a commit to bring this in line with .NET/corefx.  So maybe this bug can be closed.
