This is working on master and d15-2 right now - but it's blocking us from bumping mono / cecil to get newer fixes.

This seems to be a very recent Cecil regression.

d15-2 is using 6721da212df0625ec2132855121e5d231935b86b (works)
trying to bump 09ed62288e370667bc38b0cb6990c2b6ef631cfb (does not work)

Hold on, a further bump (of mono and cecil) did not fail locally. Testing on bots now. 

I'll update the bug report afterward (and attach binaries if needed). Thanks :)
