Run the sample app, there is a MasterDetail window with a list in the detail that opens a second window. Tap on one of the items in the detail window to open the second window. The hamburger icon is no longer visible; no icon is visible.
In MainActivity (in Droid) comment out the code from [Activity thought the end of the class, and uncomment the other section of code. This switches the ancestor from FormsAppCompactActivity to FormsApplicationActivity. Run the test again and the hamburger icon will be visible on the second window.
Now change MainActivity back and open AnnouncementView.xaml.cs (in Portable) and change _noBackArrow to false. Run the test again and the back arrow will be visible on the second window.

Taking a look at the reproduction, I think this may have to do with https://github.com/xamarin/Xamarin.Forms/pull/256, but that FormsApplicationActivity is behaving differently because there weren't any changes made there. For upkeep, I'm setting this to confirmed for now.
