#### Overview:
The Xamarin.Forms ListView control property "IsPullToRefreshEnabled" does not appear to be handled on UWP.

#### Steps to Reproduce:
1. Add a ListView to a page, set "IsPullToRefreshEnabled" to "True", then bind "RefreshCommand" and "IsRefreshing".

#### Actual Results:
When pulling down on the ListView, nothing happens.

#### Expected Results:
When pulling down on the ListView, the contents should be pushed downward by a loading indicator and the "RefreshCommand" should be triggered.

#### Build Date & Hardware:
Xamarin.Forms on Windows 10 Enterprise 1607

#### Additional Information:
I checked the source on GitHub and I don't see "IsPullToRefreshEnabled" referenced anywhere in WinRT/UWP, only WP8. A Microsoft sample implementation is provided here: https://github.com/Microsoft/Windows-universal-samples/tree/master/Samples/XamlPullToRefresh

Pull-to-refresh is not natively supported, hence why it isn't implemented. At the moment, I would suggest potentially proposing some implementation of the API (and perhaps reference the sample implementation you linked to) on the evolution forum (https://forums.xamarin.com/categories/xamarin-forms-evolution) so it can be discussed and evaluated by the community.
