This code:


special cases dylibs from "/Library/Frameworks/Mono.framework/Versions/"

however, unified bundles should _NOT_ depend on mono installed.

This feels wrong/bad.

Someone needs to do a historical dig to figure out where this behavior originated, and possibly change it (with a optional flag to switch the behavior back and a test).
