It seems that .aar binding projects do not pull in the source library's AndroidManifest automatically. We currently have to manually build the AndroidManifest through a series of attribute declarations -- i.e., we have several classes in the Additions folder that exist purely to generate the library's manifest. For example:

[Android.Runtime.Preserve (AllMembers = true)]
[BroadcastReceiver (Exported = true, Permission = "com.google.android.c2dm.permission.SEND")]
[IntentFilter (new[]{"com.google.android.c2dm.intent.RECEIVE", "com.google.android.c2dm.intent.REGISTRATION"}, 
        Categories = new[]{"@PACKAGE_NAME@"})]
public partial class GcmPushReceiver

I'm wondering whether there is any intention to automate this. It seems like the final comment on this ticket noted it as a wishlist item, but that was 2 years ago: https://bugzilla.xamarin.com/show_bug.cgi?id=22943
