When the .exe to run depends on some .dlls that are not present,

Current results: "Error: The classes in the module cannot be loaded."

Expected results: I guess MS.NET throws TypeInitializationException with FileNotFoundException"foo.dll" as inner exception?

I'm attaching an .exe file (extracted from a VS EF tools folder from Windows) which reproduces this behaviour with Mono 4.2.1, 4.6.2 and 4.8.
