if I run 'svn proplist -v' in the directory that has Resource.designer.cs I get the following:

Properties on '.':
When I review my changes in MD 3.0, it tries to add the Resource.designer.cs file as a new file.

This is a bug in the native svn library libsvn. We invoke this function ( http://subversion.apache.org/docs/api/1.6/group__Add.html#ga663ba842814592227853452f2508dd05) with 'no_ignore' correctly set to false. However libsvn ignores this parameter and adds the file anyway. There is no way for us to fix this in monodevelop other than re-implementing the entire svn ignore infrastructure inside monodevelop which is not a priority.

The best option would be to update to a newer version of libsvn, such as 1.6.17, which will hopefully have fixed this bug.
