Sample project which shows the issue

When saving a config using Configuration.Save(), if the ConfigurationElementCollection to be saved had any attributes, they are lost on save.  This works correctly in the official .NET Framework.

See attached sample.  After running in Mono, the "workerCleanup" attribute is gone.
