### Overview
On WP8.1 RT and Silverlight, a XAML app is crashing at launch when a Grid has RowDefinitions. It crashes with a different stack trace on each platform with the one from Silverlight being more detailed

On Silverlight, the crash happens in release mode. However on WinRT the crash happens on both debug and release.
Also, the crash only happens on a device, not the emualtor.

### Steps to Reproduce
1. Run either:
- the WP 8.1 Silverlight app in release mode on a device
- the WP 8.1 RT app in either mode on a device

### Expected Results
The app launches

### Actual Results
The app crashes

Possible workaround for both platforms is to enable XamlC

WP8 is deprecated.
