On Mac OS X, MonoDevelop, Fn+Up/Down scrolls up/down a page. However, it does not move the *cursor*. So, when I press up after scrolling up a few pages, it goes back to where I was. This makes the Fn+Up/Down useless.

That's what Page Up/Down does on MacOS. The behaviour you want is bound to Opt-PageUp. If you want, you can rebind the key in MD prefs.
