Android Device Target and AVD Manager are available when working on a MonoTouch project and also on a console project.

Regression, as behavior is not seen on current stables (MD and MFA 4.0.6)

This probably has to do with the fix for 4411.

Yes, it was caused by 4411. I'm marking this as a dupe of 4411 and reopening that.
