** Overview **

   Customers report an issue when switching from XS to VS (or visa versa) that the Resource.designer.cs file is updated with seemingly insignificant changes that are annoying when dealing with source control. 

For example, when switching from XS -> VS, the following changes are noticed:

-//      This code was generated by a tool.
-//      Mono Runtime Version: 4.0.30319.42000

+//     This code was generated by a tool.
+//     Runtime Version:4.0.30319.42000

The file is not typically ignored in source control because it's not always regenerated[1]. 

** Steps to Reproduce **

   Create a project in XS and build it successfully
   Commit it to a git repo
   Open that same solution in VS

** Expected Results **

   It's expected that both IDEs have the same handling of these tags so there are not unnecessary changes.
