XS ran into this problem and it took awhile to sort out.

For some reason, if you have embed-mono=false, then we can not parse any config file with <appSettings> section.

I'm not sure if it is just swapping assemblies and we're hitting some weird incompatibility or if there is a bug.

We should get to the bottom of it, even though embed-mono=false is not really a supported feature.
