Whilst building on 10.12 the following warning occurs:
/Library/Frameworks/Mono.framework/External/xbuild/Xamarin/Mac/Xamarin.Mac.Common.targets: Warning: The MacOSX SDK version '10.11' is not installed. Using newer version '10.12' instead'. (MedinectMACOSX)
The same warning occurs when using either Xamarin.Mac 2.8 or 3.0

The current macOS version is unrelated to the SDK version.
The later comes from Xcode, in your gist we can see `Xcode 8.0` which ships `10.12`.
The warning is shown because the project itself must have a reference to a specific SDK. However this does not seem to be something you can configure in the project options UI (unless XI) but maybe that changed at some point ?
@Chris does either the SDK option (csproj) or the UI change ring a bell ?
