Since updating from to Image.IsLoading is never set back to false once an image is loaded.  This occurs on both Windows Phone 8.1 and Windows UWP.

The reproduction adds a PropertyChanged handler to an image and whenever the Image.IsLoadingProperty changes it prints the value of if Image.IsLoading.

Prior to release the values True followed by False were printed as expected, but as of, only True is printed.

Still repros on Visual Studio 2017 version of Xamarin (Xamarin for Visual Studio 4.5).

Slight difference between what is reported here and what I observed. In my repro, both notifications arrive, but they are out of order: IsLoading == false comes first, later followed by IsLoading == true.

BTW, my repro is a sample from the Petzold Book (Creating Mobile Apps with Xamarin.Forms), Chapter 13 -> ImageBrowserPage, where the image source is UriImageSource.

Surprising this hasn't been fixed in a year and a half with several major releases, particularly given that it's a pretty big bug, it's directly highlighted by the standard [Petzold] samples, it's clearly a regression, and it has a really simple repro.

Definitely worth fixing this one!
