Steps to reproduce

1. Create an Xamarin.Forms project using XS on Mac
2. Build

Expected: Build should be successful
Actual: Build failed due to support libraries could not be downloaded. The zip file is corrupted, but it is not deleted and retried

Manually downloading and extracting doesn't work either.

If it is known that the zip file is corrupted, then android msbuild should delete the file and try again.

This was fixed in xamarin-android/master/61ab87cb
but it looks like that was not cherry-picked over to cycle8..

@peterc should we cherry-pick that over?

@Dean: C8 is closed except to regression/blockers. Let's target this to C8SR1 please.

Can QA test this against master. If it passes we can then be ready to cherry-pick the fix over to SR1 as soon as we branch.

Reproduce status:

I am not able to reproduce this issue with the latest cycle 8 builds:

As the Xamarin.Forms project builds successfully.

Verification Status:

Using the latest master builds, I have followed below mentioned steps:

1. Created Xamarin.Forms application on XS >> Mac
2. Build all
3. The application build successfully.

I have checked both the above mentioned cases manually.

Hence, as of now not changing the status of the issue, please look into it and let us know if there is anything else we can check.
