libgdiplus added a new library reference to libjpeg by using an undefined variable. The following should be patched out.

> -L{libjpeg_prefix}/lib

The fix was done here: https://github.com/mono/libgdiplus/commit/1cbd58ef57c208a8517a772f3c8416169d7dfd9b

I guess we just need to bump libgdiplus?

Bump, this should be an easy fix, as easy as bumping libgdiplus.

Bumped to latest libgdiplus with https://github.com/mono/mono/pull/4984
