Repro case

Reported by an enterprise customer.

The customer is seeing inconsistent behaviour with cell separators - they appear between some rows of a listview but not others.  The developer has isolated this to only occurring when using ListViewCachingStrategy.RecycleElement.  The problem occurs both on the simulator and a test device in Forms 2.3.1

The issue only exists on iOS and not on Android.

I ran it in 2.3.3-pre4 and did not see the issue. Can you re-test?

Tested this with and the issue appears to have been resolved.
