We have this:

    [Protocol (IsInformal = true)]
    interface CALayerDelegate

and in iOS 10 CALayerDelegate was made a real protocol, but we can't remove the IsInformal parameter since then the static registrar will generate incorrect code when using earlier SDKs.

So we need a way to specify that a protocol is informal until a certain SDK version, and then teach the static registrar about this.

We have the same problem with CAAnimationDelegate.
