The build system should validate that the minimum OS version is no lower than the minimum version that the runtime will run on.
This would produce much more actionable error messages in cases like this: http://stackoverflow.com/questions/39024935/parse-error-with-xamarin
I'm not sure that validating that //uses-sdk/@android:minSdkVersion >= 4 would help *here*, largely because I don't know why his app is failing. The error message isn't very useful.
We should still validate it, and if (when?) we bump our minimum supported SDK version, we'll have a place to actually validate it.
