screen shot of error

Trying to run /bin/chmod from within a program. It is being run from a shell created using sudo su, so it is elevated.

code is:
                        Console.WriteLine("running update");
                        Runit(@"/bin/chmod",@"770 /home/oncue24/bin/updates.sh");

        public void Runit(string program, string parms)
            ProcessStartInfo proc;
            Process p;
            proc = new ProcessStartInfo();
            proc.FileName = program;
            proc.Arguments = parms;
            proc.UseShellExecute = false;
            p = new Process();
            p.StartInfo = proc;

"running update" is printed.
"done" is not

The error screen shot is attached.
Any suggestions? The chmod command runs from the command line just fine
