On UWP, using XF, I have a ListView, containing multiple ViewCells. The first ViewCell has IsEnabled = false, but it is still selectable (it accepts the focus using keyboard navigation) and still fires the Tapped event (by clicking using mouse).

IsEnabled should be handled so that a ViewCell with IsEnabled = false is not selectable/focusable, and so that it does not fire the Tapped event if touched or clicked.

This issue is still present after a year of reporting. And it's not related to ViewCells only, but all Cell types.
I attached a project which reproduces the issue using SwitchCell.

Xamarin has joined Microsoft, but still Windows platforms support is less than Android and iOS!!

This can also be reproduced with the Issue2883 UI test in ControlGallery.
