On UWP, using XF 220.127.116.11, I have a ListView, containing multiple ViewCells. The first ViewCell has IsEnabled = false, but it is still selectable (it accepts the focus using keyboard navigation) and still fires the Tapped event (by clicking using mouse).
IsEnabled should be handled so that a ViewCell with IsEnabled = false is not selectable/focusable, and so that it does not fire the Tapped event if touched or clicked.

Cell IsEnabled not handled in UWP
This issue is still present after a year of reporting. And it's not related to ViewCells only, but all Cell types.
I attached a project which reproduces the issue using SwitchCell.
Xamarin has joined Microsoft, but still Windows platforms support is less than Android and iOS!!
Property IsEnabled is not implemented on SwitchCell's template:
