repro solution

### Overview
On WinRT, you cannot use a custom renderer for the deafult Picker class. The custom renderer is not called unless the custom control is a subclass of Picker. This happens on both desktop and mobile.

### Steps to Reproduce
1. Run the WinPhone or Windows 8.1 project in the attached solution

### Expected Results
The Picker control will have a red background. Run the UWP or Android project to see the expected result.

### Actual Results
The Picker has the default background color

### Testing Info
The issue was reproduced with Forms 2.3

I can still reproduce this with Forms 2.3.4-pre2. 

### Observations
- This is only affecting Windows 8.1/WP 8.1 projects. UWP does _not_ have this issue.
- This happens for any registered control that is _not_ subclassed, not just the Picker. I've updated the title accordingly

### Workaround
Subclass the control you want to use a custom renderer for.

WinPhone 8/8.1 are no longer on the roadmap and scheduled to be removed in 3.0.
