Win10 UWP application built for x64 builds successfully BUT Debugging (or Release) NotImplementedException occurs in Xamarin.Forms.Platform.UAP.dll

Visual Studio Enterprise edition states that the following Xamarin versions are installed

Xamarin.iOS 9.6.22

I am getting that in a brand new project freshly generated in VS. 

A bit of bad start for a newcomer to the platform, as I am trying to get acquainted to the platform and was befuddled as to "what did I do wrong in the fresh project to break it". 

Turns out I did nothing, it's in the code; Just giving the heads up that newcomers to the platform hit it in a fresh project.

sorry, this is not a bug.  previous reported bugs stated that this has been in the pre release versions.  I just cant read!
